NATIONAL ASSEMBLY MANAGEMENT WARNS STAFF AGAINST PROTEST AS PLENARY RESUMES

The management of the National Assembly has cautioned parliamentary staff against organizing protests or picketing when lawmakers resume plenary on Tuesday, October 7, 2025. The warning comes amid mounting tensions over welfare and constitutional issues raised by some staff.  

In an internal circular signed by Essien Eyo Essien, Secretary of Human Resources and Staff Development acting on behalf of the Clerk to the National Assembly, Kamoru Ogunlana, staff were urged to disregard any calls for industrial action including “work-to-rule” or “unlawful picketing.” The circular asserts that membership in the Parliamentary Staff Association of Nigeria (PASAN) is voluntary and that grievance mechanisms exist for addressing staff concerns.  

The warning follows a notification dated October 3 from a group identifying as “Concerned PASAN Members,” who threatened peaceful picketing to press for issues such as unpaid allowances, conformity with union constitutions, and staff welfare demands. Management has declared that any defiance may lead to disciplinary actions, emphasizing that disruptions to the legislative process will not be tolerated.
