Niger State Governor Umar Bago has rescinded his controversial directive ordering the arrest and punishment of individuals wearing dreadlocks in Minna, following a wave of backlash from civil rights groups, media commentators, and concerned Nigerians across social media.
The initial remarks, made on Tuesday April 22nd at a security meeting at Government House, had sparked outrage when the governor was quoted instructing security agents to “arrest them, cut the hair, and fine them,” declaring dreadlocks unacceptable in the state capital. Critics accused the governor of profiling, discrimination, and overreach.
However, in a statement issued Wednesday, April 23rd Bago clarified that his comments were misunderstood and that his administration has no intention of criminalizing hairstyles. He said the directive was aimed specifically at individuals suspected of cultism and gang-related activities who use dreadlocks as identifiers.
“Yesterday, we addressed the issue of hooliganism, and unfortunately, our statement about dreadlocks was misinterpreted,” Bago said. “We have no issue with dreadlocks as a hairstyle. Our concern is with cult-related activities. If you’re a decent person with dreadlocks, you’re welcome in Niger State.”
He emphasized that the government’s primary focus is restoring order and tackling criminal elements, not targeting citizens based on personal appearance. Nonetheless, civil society groups continue to call for formal guidelines to ensure that enforcement actions are not abused under the guise of crime prevention.
The governor’s reversal is seen as a response to mounting pressure and serves as a reminder of the sensitivity required in public discourse, especially where issues of identity, culture, and personal freedom are concerned.
