Senate Passes Bill to strengthen National Identity Management System

The Senate on Wednesday March 26th passed a bill seeking to repeal and re-enact the National Identity Management Commission (NIMC) Act.

The decision followed the adoption of a report presented by the Senate Committee on National Identity Card and Population during plenary in Abuja.

Senator Victor Umeh (LP-Anambra), chairman of the committee, explained that the bill aims to establish a comprehensive national identity database and enhance NIMC’s mandate.

“When re-enacted and passed into law, the agency will be responsible for maintaining the national identity database, registering individuals, and issuing identity credentials,” Umeh stated.

He noted that the bill would improve biometric data collection, empower NIMC to issue regulatory guidelines, and create a more inclusive, universally accessible identification system.

The new Act is expected to address the challenges of the existing National Identity Management Commission Act of 2007, which has been criticized for inefficiencies and gaps in the national identity database.

Senator Umeh added that the bill received overwhelming support from stakeholders during the public hearing, highlighting the urgent need for a robust national identity framework.

Meanwhile, during the same plenary session, the Senate also passed the Orthopaedic Hospital Amendments Bill, 2025, following the consideration of a report presented by Senator Osita Ngwu (PDP-Enugu) on behalf of the Senate Committee on Health.
