President Bola Ahmed Tinubu has withheld assent to the National Assembly Library Trust Fund (Amendment) Bill, 2025, citing constitutional conflicts, fiscal impracticalities, and governance concerns. The president’s decision was formally conveyed to lawmakers during June 24th Tuesday’s plenary of the House of Representatives, where Speaker Abbas Tajudeen read out the executive communication.
While commending the bill’s “laudable objectives,” Tinubu warned that several provisions within the legislation were inconsistent with existing federal laws and policies. Among his chief concerns were the proposed funding mechanisms for National Assembly agencies, taxation structures affecting national entities, public service remuneration stipulations, and controversial clauses on age and years of service.
“If this bill becomes law in its current form, it will establish an unsustainable precedent against the public interest,” the president cautioned. He further urged the House to undertake the necessary amendments to avoid introducing legal ambiguities and fiscal instability into the public sector. The bill in question seeks to enhance the National Assembly Library’s funding and expand its research capabilities to support legislative work.
