Tinubu’s ₦58.47 trillion 2026 appropriation bill passes second reading in senate

Nigeria’s Senate has scaled the second reading of President Bola Ahmed Tinubu’s ₦58.47 trillion 2026 Appropriation Bill, a key milestone in the budget approval process ahead of the new fiscal year. The bill, which outlines the federal government’s spending priorities for 2026, was debated on the floor of the Upper Chamber, where lawmakers engaged in broad discussions on national revenue, expenditure priorities and fiscal management.

During plenary, several senators emphasised the need to align the appropriation with pressing national needs, including security, infrastructure development, social services and economic diversification. Proponents of the bill argued that early legislative action will ensure that agencies and ministries can begin implementation on schedule once the budget is eventually passed into law.

The second reading is the Senate’s first substantive engagement with the executive’s budget proposal, providing an opportunity for lawmakers to outline their priorities, suggest areas of focus, and frame the framework for committee considerations. Following this stage, the bill will be referred to the Appropriations Committee and relevant sectoral committees for line-by-line scrutiny, budget defence sessions with MDAs, and revenue projections review.

Lawmakers said they are committed to ensuring the 2026 budget reflects transparency, efficiency and socio-economic impact, and that it responds effectively to Nigeria’s development challenges. Observers note that timely passage of the appropriation bill will be critical to preventing fiscal gaps and ensuring continuity of government programmes into the new year.
