NAHCON Probes Tour Operators Over Excess Pilgrims, Welfare Violations During 2026 Hajj

The National Hajj Commission of Nigeria (NAHCON) has launched an investigation into some licensed tour operators over alleged violations during the ongoing 2026 Hajj exercise in Saudi Arabia, including claims that they transported more pilgrims than their approved allocations.

According to the Commission, preliminary reports indicate that certain operators may have exceeded their official quota, a breach that undermines the established Hajj regulatory framework agreed upon by Nigerian authorities and the Kingdom of Saudi Arabia. NAHCON also alleged that some of the operators are being accused of exploiting unsuspecting pilgrims under their care, raising concerns over compliance, transparency, and welfare standards.

Chairman of the Commission, Ismaila Abba Yusuf, has directed NAHCON’s Central Security Committee to immediately identify all operators involved and conduct a thorough investigation into the circumstances surrounding the reported infractions. He warned that any operator found culpable after due process would face strict sanctions, including possible suspension or outright withdrawal of operating licences.

NAHCON emphasized that the action is part of broader efforts to enforce discipline within the Hajj operation system and ensure the safety and dignity of Nigerian pilgrims performing the pilgrimage in the Holy Land. The Commission noted that Saudi authorities have also intensified monitoring measures during the peak period of the pilgrimage to ensure strict compliance with safety, accommodation, and movement regulations.

In a related development, the Commission reaffirmed its commitment to pilgrims’ welfare after some meals served on May 27 were rejected for failing to meet Saudi-approved food handling and packaging standards. The affected meals were immediately withdrawn in coordination with Saudi health officials, and alternative light refreshments were provided to pilgrims.

National Hajj Commission of Nigeria further disclosed that arrangements were underway to process refunds for those affected, assuring all Nigerian pilgrims of continued care, improved service delivery, and strict oversight throughout the remainder of the 2026 Hajj exercise.
