Kwara State Assembly passes harmonised taxes and levies bill

The Kwara State House of Assembly has approved the Harmonised Taxes and Levies (Approval for Collection) Bill, 2025, marking a major shift in the state’s approach to revenue generation and fiscal governance. The legislation, passed on Tuesday Dec 30th  by lawmakers, is designed to standardise and streamline the array of taxes and levies collectible within the state, eliminating overlapping charges and reducing arbitrary collections that have long burdened businesses and residents.

Supporters of the bill said the move aligns with broader national efforts to reform Nigeria’s tax framework, complementing similar harmonisation efforts seen in other states. The law is expected to enhance transparency, improve compliance, and create a more predictable environment for commerce by consolidating approved tax and levy categories under a unified legal regime.

Proponents argue that the harmonised tax system will also boost internally generated revenue (IGR) by simplifying administration and reducing opportunities for unapproved charges. Lawmakers involved in the bill’s development highlighted the collaborative engagement with stakeholders during public hearings as a key strength of the process, emphasising the legislature’s commitment to responsive governance.

Observers say the passage of the law places Kwara among the growing number of states embracing modernised revenue laws ahead of the 2026 fiscal year. The administration of Governor AbdulRahman AbdulRazaq has repeatedly emphasised fiscal discipline and economic reforms, and this development dovetails with ongoing efforts to strengthen state finances while enhancing the ease of doing business.
