CP FATAI OWOSENI CONFIRMED AS KEYNOTE SPEAKER, AWARD RECIPIENT AT PAGMACA/PAMLOGMA 2026

 


The Papyrus Global has officially confirmed that Fatai A. Owoseni, a retired Commissioner of Police and current Special Adviser on Security to the Governor of Oyo State, will serve as a keynote speaker and receive a special recognition award at the 2026 edition of its flagship conference.

The event, known as the Papyrus Global Local Government Chairmen/Mayors Conference & Awards 2026, is scheduled to take place from April 29 to May 1, 2026, at The Palms Hotel in the Central Business District of Abuja.

It is expected to bring together more than 40 mayors and local government leaders from across Africa, alongside ministers, lawmakers, policymakers, and members of the diplomatic community representing over 20 countries.

Owoseni will deliver a keynote address centered on the theme “Peace, Security & Community Stability,” a topic that aligns closely with his decades-long experience in law enforcement and public safety.

Over a distinguished career spanning more than 35 years in the Nigeria Police Force, he rose to the rank of Commissioner of Police, serving in key states such as Lagos and Benue, where he was credited with strengthening operational efficiency and improving public safety outcomes.

His expertise also extends beyond Nigeria, having participated in United Nations peacekeeping missions in Darfur and Angola, where he contributed to security sector reforms and transitional operations.

In recognition of his contributions to strategic security leadership, Owoseni will be honoured with the “Special Recognition Award: Excellence in Strategic State Security Leadership.” Organizers say the award highlights his continued impact on governance and his role in shaping innovative security frameworks in his current position as Executive Secretary of the Oyo State Security Trust Fund.

Owoseni is also noted for his intellectual contributions, including authoring the influential Handbook on Guidelines for Police Officers Deployed on Election Duties, which played a role in enhancing the conduct and integrity of Nigeria’s 2015 general elections.

According to the Managing Director and Project Initiator of the Papyrus Global, Doofan Damsa-Justin, the organization is honoured to host Owoseni, describing his participation as critical to advancing high-level conversations on peace and security across the continent.

With anticipation building ahead of PAGMACA/PAMLOGMA 2026, stakeholders say the conference will serve as a vital platform for shaping policies and partnerships that drive sustainable governance, security, and community development across Africa.
