In Ilorin, a quiet transformation at the grassroots is gaining international recognition as Hon. Shehu Abdulrahman Babatunde Ladan, Executive Chairman of Ilorin West Local Government, has been named one of the official recipients of the Papyrus Global Mayors Conference & Awards (PAGMACA) 2026.
The recognition places Ilorin West on the global stage, highlighting a model of local governance defined by measurable impact, fiscal discipline, and people-centered development.
Since assuming office in 2024, Hon. Ladan has pursued a governance agenda focused on transparency, accountability, and strategic service delivery. Drawing on his professional background in banking, with experience at Diamond Bank and Unity Bank, he has introduced structured financial management and performance-driven planning into the administration of the local government.
Under his leadership, Ilorin West has recorded significant progress across key sectors. In education, the administration has expanded access through the construction of new classroom blocks in Oloje, Oko-Erin, and Magaji Ngeri, alongside the renovation of existing school infrastructure. Educational support initiatives covering external examinations such as WAEC, NECO, and JAMB, as well as ICT training for over 1,000 youths, have further strengthened human capital development in the area.
In the health sector, investments in primary healthcare have led to the construction and rehabilitation of health centers, improving access to basic medical services across communities. Similarly, access to potable water has been enhanced through the drilling of 25 motorized boreholes and the rehabilitation of more than 50 others across the twelve wards of the local government.
Infrastructure development has also remained a priority. Strategic drainage projects in flood-prone areas, culvert installations, and the completion of the Oke Kudu Bridge have improved connectivity, reduced environmental risks, and supported local economic activities.
Efforts to improve electricity supply and public safety have resulted in the installation and rehabilitation of transformers, as well as the deployment of solar-powered street lighting across several communities. Security has been further strengthened through collaboration with the Nigeria Security and Civil Defence Corps, including the construction of divisional offices, provision of patrol motorcycles, and support for community-based security initiatives.
In addition, the administration has advanced agricultural development and economic empowerment through targeted interventions and partnerships such as L-PRES, providing tools, financial support, and business opportunities to over a thousand residents.
The selection of Hon. Ladan as a PAGMACA 2026 award recipient underscores growing recognition of effective grassroots leadership as a critical driver of national development. Observers note that Ilorin West’s development trajectory reflects a governance model where policy implementation is closely aligned with community needs and measurable outcomes.
