A House of Representatives committee has launched a probe into approximately $4.6 billion in Global Fund and USAID grants linked to Global Fund and USAID grants, TB and malaria programmes, citing concerns about transparency, fund flow, and outcomes. The inquiry will examine how grants were procured, managed and whether deliverables matched disbursements across implementing partners.
The committee’s remit includes auditing records, summoning agency officials and development partners, and reviewing monitoring-and-evaluation frameworks. Lawmakers said the probe aims to ensure that international funds are used efficiently and to shore up public confidence in health financing, especially for high-priority disease-control programmes.
Health-sector stakeholders welcomed the scrutiny but urged a balanced approach that safeguards ongoing service delivery. The committee stressed it would coordinate with the Ministry of Health, the National Agency for the Control of AIDS and donor agencies to ensure continuity of lifesaving programmes during the investigation.
