Senate Passes Law Prescribing Life Imprisonment for Child Defilement

The Senate on Wednesday October 22nd passed a landmark bill that prescribes life imprisonment for persons convicted of child defilement, signaling a tougher stance by the legislature on sexual offences against minors. The new law, which cleared final parliamentary stages, replaces earlier sentencing frameworks and introduces mandatory custodial terms intended to serve as a strong deterrent.

Senators who sponsored and supported the bill told plenary that the move responds to rising public outrage over sexual violence and the perceived inadequacy of existing penalties. Lawmakers said the statute also widens definitions to capture aggravating circumstances — including abuse by caregivers, use of threats or drugs, and offences involving multiple perpetrators — and strengthens provisions for victim protection and psychosocial support.

With presidential assent expected to follow standard processing, the law will require implementing regulations and training for law enforcement, prosecutors and the judiciary to ensure consistent application. Officials in relevant ministries and child-protection agencies were urged to mobilise resources quickly to operationalise new victim-support mechanisms and to run public-awareness campaigns on the tougher penalties.
