Kaduna, Lagos, Borno Lead Rollout of Nigeria’s Smart Transport Data System

Nigeria is set to begin a major transformation of its transportation sector as Kaduna, Lagos, Borno, Nasarawa, Enugu, Edo States and the Federal Capital Territory have been selected as pilot locations for the implementation of the Smart National Transport Data Bank Project (NTDB), a technology-driven initiative designed to modernize transport management and improve mobility across the country.

The project, being coordinated by the Nigerian Institute of Transport Technology, is expected to create the country’s first integrated national transport intelligence platform, capable of collecting, processing, and analyzing real-time transport data from roads and eventually other transportation modes nationwide.

The announcement was made in Abuja during the signing of a concession agreement between NITT and Asia Arab Investment, marking the official commencement of the implementation phase of the ambitious project.

Building a Smart Transport Infrastructure

Director-General of NITT, Bayero Salih Farah, described the initiative as more than a conventional information technology project, saying it represents a critical national infrastructure programme that will provide a unified and intelligent transport management system for Nigeria.

According to him, the project will deploy advanced technologies including smart electronic vehicle tags, automated vehicle identification systems, intelligent roadside monitoring equipment, state-level traffic management centres, and a centralized National Transport Data Centre.

These technologies will allow authorities to monitor traffic patterns, track vehicle movement, manage congestion, improve logistics planning, and generate accurate transportation statistics in real time.

Farah explained that for decades, Nigeria has struggled with fragmented transport data, making it difficult for policymakers to make informed decisions regarding road infrastructure, public transportation, logistics operations, and traffic management.

The Smart National Transport Data Bank seeks to address this challenge by creating a single platform where transport information from different agencies and jurisdictions can be integrated and analyzed.

Pilot States to Test the System

The pilot phase will begin in Kaduna, Lagos, Borno, Nasarawa, Enugu, Edo States, and the Federal Capital Territory.

The selected states represent different geographical, economic, and security realities across the country, allowing the government to evaluate how the system performs under varying transportation conditions.

Lagos, Nigeria’s commercial hub, is expected to provide data on high-volume urban transportation and logistics operations. Kaduna and Nasarawa will offer insights into inter-state transport corridors, while Borno’s inclusion reflects the project’s relevance to security-sensitive regions. Enugu and Edo will provide perspectives from major transportation gateways in the South-East and South-South zones respectively.

Officials say lessons learned from the pilot phase will guide nationwide deployment.

Beyond Roads: Integrating All Transport Modes
One of the most ambitious aspects of the project is its long-term plan to integrate all forms of transportation into a single national database.

While the first phase focuses primarily on road transportation, subsequent phases will incorporate maritime transport, rail services, aviation, pipeline infrastructure, and non-motorized transportation systems.

This multimodal approach is expected to improve coordination among transport operators, government agencies, regulators, and investors.

Experts believe that integrating transportation data across different sectors will help Nigeria develop a more efficient and interconnected mobility ecosystem, reducing bottlenecks and supporting economic growth.

Benefits for Security and Road Safety

Beyond improving transportation planning, the project is expected to deliver significant security benefits.

Real-time vehicle identification and movement monitoring could assist security agencies in tracking stolen vehicles, identifying suspicious movements, and responding more effectively to emergencies.

The system is also expected to strengthen road safety enforcement by providing accurate traffic data, supporting accident investigations, and enabling better deployment of traffic management resources.

Authorities believe the platform could become an important tool in combating criminal activities that rely on transportation networks while enhancing overall public safety.

Supporting Digital Transformation

The Permanent Secretary of the Federal Ministry of Transportation, represented by the ministry’s Director of Legal Services, Olusegun Omotola, said the signing of the concession agreement marks the transition from planning to implementation.

According to him, the project will support the government’s broader digital transformation agenda by strengthening transport sector digitalization and enabling data-driven governance.

The initiative is also expected to improve traffic management, support infrastructure planning, facilitate revenue generation, and provide investors with reliable transportation data for decision-making.

Economic and Investment Opportunities

Stakeholders believe the project could unlock significant economic opportunities.
Chairman of the event and former Corps Marshal of the Federal Road Safety Corps, Boboye Oyeyemi, described the initiative as a landmark development that could revolutionize Nigeria’s transport sector through the strategic use of technology and data.

Reliable transportation data is expected to help governments prioritize infrastructure investments, improve logistics efficiency, reduce transportation costs, and attract private sector participation in transport development.

Investors often cite the lack of reliable data as a major obstacle to infrastructure financing. By providing accurate and real-time information, the project could improve investor confidence and support future transport investments.

A Step Towards Smart Mobility

The Director-General of the Infrastructure Concession Regulatory Commission, Jobson Oseodion Ewalefoh, urged all stakeholders to ensure the successful implementation of the project, noting that Nigeria is increasingly being viewed as an attractive destination for infrastructure investment.

If successfully implemented, the Smart National Transport Data Bank Project could become one of the most significant transportation reforms in Nigeria’s history. By leveraging technology, real-time data, and intelligent transport systems, the initiative has the potential to improve mobility, strengthen security, enhance road safety, support economic planning, and lay the foundation for a modern, integrated transport network capable of meeting the demands of a rapidly growing population and economy.
