PAMOLAA Becomes GLOMOLAA as The Papyrus Global Rebrands

ABUJA, Nigeria – The Papyrus Global has officially rebranded its flagship legislative recognition programme, changing its name from the Papyrus Most Outstanding Lawmakers Conference and Awards (PAMOLAA) to the Global 100 Most Outstanding Lawmakers Conference and Awards (GLOMOLAA) as part of a broader strategy to expand the initiative into a leading international platform for legislative excellence and democratic governance.

The announcement marks a significant milestone in the evolution of the organization’s parliamentary engagement programme, which has grown from a national legislative recognition initiative into a continental platform that now seeks to strengthen parliamentary institutions and promote collaboration among lawmakers and governance stakeholders around the world.

According to The Papyrus Global, the rebranding reflects a renewed commitment to fostering legislative excellence, democratic accountability, institutional development, and international parliamentary cooperation.

 

The organisation said the new identity better captures its ambition of building a globally respected platform that promotes best practices in lawmaking while encouraging stronger democratic institutions.

Speaking on the development, the Project Initiator of GLOMOLAA, Hon. Chief Doofan Damsa Justin, described the transition as a strategic step toward establishing a globally recognised institution dedicated to legislative advancement.

“The transition from PAMOLAA to GLOMOLAA represents more than a change of name. It reflects our commitment to building a credible global institution that promotes legislative excellence, democratic accountability, institutional collaboration, and the exchange of best parliamentary practices across nations. We envision GLOMOLAA as a platform that inspires lawmakers, strengthens parliamentary institutions, and contributes meaningfully to democratic development around the world,” he said.

The organisation noted that while GLOMOLAA will continue to recognise exceptional lawmakers, its mandate extends beyond awards to promoting institutional reforms, effective oversight, quality representation, transparency, accountability, policy innovation, and international legislative engagement.

As part of its expanded vision, the conference component of GLOMOLAA will provide a high-level platform for dialogue, policy discussions, capacity building, networking, and knowledge exchange among parliamentary leaders, governance experts, diplomatic missions, development partners, academic institutions, civil society organisations, media practitioners, and private sector representatives from across different regions of the world.

The Papyrus Global said the initiative is designed to encourage the sharing of innovative ideas and practical solutions to contemporary governance challenges while strengthening partnerships among democratic institutions.

The organisation also reaffirmed its commitment to maintaining a transparent, merit-based, and evidence-driven assessment process. It explained that lawmakers and parliamentary institutions will continue to be evaluated on measurable contributions to legislation, oversight, constituency representation, public policy, institutional development, transparency, accountability, and international parliamentary engagement.

With preparations underway for the 2026 edition of GLOMOLAA, the organisation expressed optimism that the initiative will further strengthen collaboration among legislatures across Africa and beyond while providing greater opportunities for the exchange of knowledge and parliamentary best practices.

The Papyrus Global has therefore invited national parliaments, regional parliamentary organisations, ministries of foreign affairs, diplomatic missions, development partners, international organisations, academic institutions, civil society organisations, media organisations, and responsible private sector institutions to partner with GLOMOLAA in advancing legislative excellence and democratic governance.

The organisation stated that it remains committed to ensuring that GLOMOLAA is managed as a transparent, independent, institutionally driven, and internationally respected platform dedicated to recognising legislative excellence and strengthening democratic institutions.
