TAIWAN RENEWS PUSH FOR INCLUSION IN UN AND ICAO MEETINGS

Taiwan has intensified its campaign to gain more formal recognition and involvement in international bodies, specifically the International Civil Aviation Organization (ICAO) and the United Nations, during upcoming assemblies. As ICAO’s 42nd Assembly convenes with the theme “Safe Skies, Sustainable Future,” Taiwanese officials argue their exclusion undermines global aviation safety and norms.  

Foreign Minister Lin Chia-lung emphasized Taiwan’s strategic role in regional security, technological leadership—particularly in semiconductors—and its contributions to global goods and services. Taiwan’s Civil Aviation Administration has aligned itself with the standards set by ICAO and claims readiness to collaborate fully if allowed to participate in discussions and decision-making processes.  

One issue complicating Taiwan’s push is the long-standing “One China” principle and UN Resolution 2758, which recognized the People’s Republic of China as the representative of China in the UN system. Taiwanese officials maintain that inclusion in specialized UN agencies and ICAO does not contradict this resolution and call for reinterpretations that allow meaningful participation without altering the diplomatic status quo.  

As the assembly dates approach, many are watching whether Taiwan will be allowed observer status, guest participation, or another form of involvement. The outcome may set precedent for how non-UN member states can participate in UN-specialized bodies under delicate political constraints.
